There are three formal levels of authority within the Catholic Church: World head (Pope), Diocese head (Bishop), and local Parish head (Priest). Local churches, or parishes, are headed by priests. A group of these local churches is bound together under the headship of a single diocese Bishop. One local church in each diocese, the Cathedral, has a Bishop as its preacher every Sunday. A diocese is simply a geographical region, and an archdiocese is the name given to a particularly large geographical region. An archbishop has no more authority than a bishop, just responsibility over a larger geographical region. Cardinals are Bishops with additional privilege, but do not rank over anyone outside their own diocese. Cardinals act as an advisory panel for the Pope and elect the new pope if the current one dies. A Monsignor is simply a title of honor given to distinguished or respected priests.
